Gentlemen:
This refers to the inspection conducted by Mr. W. D. Johnson and other members
-
of the Region IV staff during the period September le through October 30, 1990,
' of activities authorized by NRC Facility Operating License NPF-87 and NRC
Construction Permit CPPR-127 for the Comanche Peak Steam Electric Station,
Units 1 and 2, and to the discussion of our findings with you and members of
s
your staff at the conclusion of the inspection.
Areas examined during the inspection included plant status, operational safety
verification, onsite followup of events, followup on fastener testing for NRC
Bulletin 87-02, maintenance observation, surveillance observation, followup on
TMI action items, licensee event report followup, followup on previout.ly
identified items, and Unit 2 activities. Within these areas, the inspection
consisted of selective examination of procedures and representative records,
interviews with personnel,-and observation by the inspectors. The inspection
findings are documented in the enclosed inspection report.
During this inspection, it war found that certain of your activities were in
violation of NRC requirements. However, in accordance with Sections V.A t.nd
V.G.1 of the NRC's Enforcement Policy, no citations are being issued for the
violations described in Paragraphs 3.a and 9.d of the enclosed inspection
report.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this
letter and the enclosure will be placed in the NRC Public Document Room.
