In accordance with the requirements of 10CFR50.71(c) and the exemption granted by the referenced letter, TXU Electric *, the owner of CPSES Units I and 2, herewith submits Amendment 96 to the updated Final Safety Analysis Report (FSAR).

Amendment 96 is a revision to the existing updated FSAR and brings the FSAR up to date as of February 2,1999. Plant changes which occurred subsequent to February 2, 1999, have been included as time allowed. TXU Electric certifies that the information presented in this revision to the updated FSAR accurately reflects changes to the plant completed prior to February,1999. A description of the contents of this amendment is provided in TXU Electric's letter TXX-99167 dated August 2,1999, i

TXU Electric was formerly TU Electric. A license amendment request (LAR 3 99-003) was submitted per TXX-99122, dated May 14,1999, to revise the company name contained in the CPSES operating licenses.

,_,_ ,, TXX-99166 Page 2 of 2 The Fire Protection Report (FPR), for the purpose of compliance with 10CFR50.71(e), is considered to be part of the FSAR. Revision 15 to the Fire Protection Report was transmitted under a separate cover letter TXX-99098, dated April 19,1999. Accordingly, the FPR through Revision 15 is also certified to accurately reflect changes completed prior to February 2,1999.

Enclosed are one signed original and one copy of Amendment 96 of the CPSES updated FSAR. One copy each has been issued to the Regional Administrator for Region IV, the responsible Branch Chiefin the Division of Reactor Projects, the responsible Project Manager in the Office of Nuclear Reactor Regulation, and the appropriate NRC Resident Inspector. The remaining seven copies prescribed in 10CFR50.4(b)(6), will be maintained at TXU Electric and available upon request for a period of one year following issuance of the amendment.
