Dear Mr. Terry:
This refers to the inspection conducted on January 24 through March 6,1999, at the Comanche
Peak Steam Electric Station, Units 1 and 2, facility. The enclosed report presents the results of
this inspection.

During the 6-week period covered by this inspection, your conduct of activities was generally
characterized by r3fety-conscious operations, sound engineering and maintenance, and careful
radiological won etutrols. However, our review of your operability evaluation regarding motor-
operated valvet P., 'osed that you failed to include important information about degraded
emergency core cooling system performance that may impact your ability to perform bot-leg
recirculation following a loss-of-coolant accident. Your procedures for controlling operability
evaluations do not include a formal process for ensuring that known degraded conditions are
considered. We will be examining this closer in a future inspection.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room (PDR).
