Dear Mr. Terry:

By letter dated November 6,1997, you submitted information concerning the use of l l

Thermo-Lag at CPSES, Unit 1, which contained BISCO Test Report 748-105, marked

" Proprietary." While the November 6,1997, letter did not request that BISCO Test 1 Report 748-105 be withheld from public disclosure in accordance with Title 10 of the Code of Federal Reaulations (10 CFR), Part 2, Section 2.790 (10 CFR 2.790), the NRC staff treated this information as proprietary, and did withhold it from public disclosure, pending receipt of a request and affidavit to address the withholding criteria of 10 CFR 2.790.

Our records indicate that seven copies of BISCO Test Report 748-105 had been distributed within the NRC. Subsequently, by letter dated April 30,1999, you requested that the NRC staff return all copies of the BISCO test report. A search of our records indicate that only two of the  !

seven copies of BISCO Test Report 748-105 remained in our files; these copies are enclosed herein. It is likely that the remaining copies were destroyed and there is no indication that they were released to the public '
