Gentlemen:

This acknowledges receipt of your letter of June 13, 1990, which documents the

results and conclusions from your internal 50 percent power plateau

assessment. My staff, with assistance from NRR, has reviewed your assessment

and conclusions and compared the results with those from previous NRC

inspections and the NRC 50 percent assessment team inspection conducted at

your facility from May 25 through June 2,1990. NRC Inspection

Report 50-445/90-20, which documents the results of our review and comparisons,

will be issued at a later date.

Based on our review, we conclude that the Comanche Peak Steam Electric Station

equipment, program, and personnel performance is adequate and that the testing

program can continue above the 50 percent power plateau to full power in

accordance with your startup test program sequence.
