Dear Mr. Cahill:
This refers to the inspection conducted by Mr._M. Runyan'and other'
inspectors'and NRC consultants during the period August 2 through
September 5,.1989, of activities authorized by NRC Construction
Permits CPPR-126 and CPPR-127 for the Comanche-Peak Steam Electric-
Station, Units 1 and 2, and to the discussicn of our' findings with
you'and other members'of your staff at the conclusion of:the
inspection.
The enclosed-copy of our inspection report identifies areas
examined during the inspection.
Within these areas, the inspection
consisted of selective examination of procedures and representative.
records, interviews with personnel, and observations by the
inspectors.
During this inspection, it was found that certain of your
activities were in violation of NRC requirements, as specified in
the enclosed Notice of Violation.
A written response to this
violation'is required.
In accotlance with 10 CFR 2.790 of the Commission's regulations, a
copy of this letter, the enclosures, and your response to this
letter will be placed in the NRC Public Document Room.
The response directed by this letter and the_ accompanying Notice is
not subject to the clearance procedures of the office of Management
and Budget as. required by the Paperwork Reduction Act of'1980,
PL 96-511.
