Pursuant to 10CFR50.90, TXU Electric' requested, via the reference letter, an amendment to the CPSES Unit 1 Operating License (NPF-87) and CPSES Unit 2 Operating License (NPF-89) by incorporating a change into the CPSES Units I and 2 4
Technical Specifications. TXU Electric hereby supplements this request with the l
clarifying information provided below. This information replaces the information I
provided in the referenced letter in Attachment 2, section II, DESCRIPTION OF

TECHNICAL SPECIFICATIONS CHANGE REQUEST.
2 TXU Electric was formerly TU Electric. A license amendment request (LAR 99-003) was submitted per TXX-99122, dated May 14,1999, to revise the company name contained in the CPSES operating licenses.

The supplemental information is as follows:
. This license amendment request (LAR) revises SR 3.8.1.13 in two
- ways.
First, the SR and its associated Bases are revised to verify that, for i
each DG, the automatic trips, except for the engine overspeed trip and the generator differential current trip, are bypassed on an actual or simulated actuation signal from (1) loss of voltage on the emergency bus, and (2) an SI.

Second, SR 3.8.1.13 is revised with the addition of a note which allows that Unit 2 testing need only be performed for loss of voltage signal concurrent with SI until startup following 2RFOS. In other words, Unit 2 is required to perform the surveillance as currently j
written until startup following the next reibeling outage for Unit 2 which is 2RFOS. This note is necessary to allow Unit 2 to continue to operate under the current requirements rather than shutdown to perform the SR as revised. Note that the design modifications needed to support this technical specification have already been performed on Unit 2, during the last refueling outage, to resolve a different issue and the nonessential trips would be bypassed on the Unit 2 DGs for either a
- loss of voltage actuation signal on the emergency bus or an SI actuation signal; i
