This refers to the inspection conducted by Messrs. W. D. Johnson and other l

members of the Region IV staff during the period July 5 through August 7,1990,

of activities authorized by NRC Facility Operating License NPF-87 and NRC

Construction Permit CPPR-127 for the Comanche Peak Steam Electric Station,

Units 1 and 2, and to the discussion of our findings with you and members of

your staff at the conciusicr. of the inspection.

Areas examined during the inspection included plant status, operational safety

verification, onsite followup of events, maintenance observation, surveillance i

observation, folicwup of licensee event reports, startup test witnessing,

quality assurance for the startup program, licensee self-assessment capability, i

licensee quality assurance program implementation, followup on unresolved "

items, followup on construction deficiency reports, and Unit 2 activities.

Within these areas, the inspection consisted of selective examination of

procedures ~ and representative records, interviews with personnel, and  !

observation by the inspectors. The inspection findings are documented in the

enclosed inspection report. i

Within the scope of.the inspection, no violations.or deviations were identified.

During this inspection period the power ascension test program was completed, j

Overall,-the test program was viewed as well planned and executed.  ;
