Dear Hr. Davis:

In meeting our commitments and in accordance with the regulations and report referenced, we are submitting revisions and changes to our subject plans. We have reviewed these revisions and changes and have determined that they do not degrade the safeguards effectiveness of the plans.

Encionure No. 1 contains the reasoning for the revisions and changes, and Enclosure No. 2 is the entire revisod and changed Security Plan.

It is requested that the enclosures be withheld from public disclosure pursuant to 10 CFR 73.21 If there are any questions concerning this report, pinase con *.act us.
