Possession-Only License No. DPR-45 Generic Letter 89-19, Request for Action Related to Resolution of Unresolved Safety Issue A-47 "Safety Implication of Control Systems in LWR Nuclear Power Plants" Pursuant to 10 CFR 50.54 (f)

REFERENCE:

(1) NRC Letter, James G. Partlow to All Licensees of Operating Reactors, Applicants for Operating Licenses, and Holders of Construction Permits for Light Water Reactor Nuclear Power Plants.

On April 30, 1987, LACBWR was permanently shut down. All spent fuel was transferred to the Spent Fuel Element Storage Well (FESW) and License No.

DPR-45 was amended to possess-but-not-operate status. On August 18, 1988, License No. DPR-45 was further amended to full-term possession-only license.

The reactor vessel is presently maintained in wet layup and the reactor feedwater pumps are no longer used.

Based on the current status of the plant, described above, it is not planned to schedule or perform any of the actions or recommendations contained in this Generic Letter, as USI A-47 no longer applies to this facility.

This letter is intended to meet the requirements of Reference 1, Enclosure 2 which states: "The staff, review identified three plants; i.e.

Big Rock, La Crosse (permanently shutdown), and Oyster Creek; that fall into this group. If any of these plants wish to justify not including overfill oo 89ii800086 PDR ADOCK 89iii6 05000409 Q

Document Control Desk LAC-12871 Page 2 November 16, 1989 protection, part of the requested justification should demonstrate that the risk reduction in implementing an automatic overfill protection system is significantly less than the staff's generic estimates of risk reduction. In determining the risk reduction, specific factors such as low plant power and population density should be considered. Other applicable factors that are plant unique should also be addressed."
