In accordance with the commitments agreed to during the referenced telephone conference, we are submitting Revision 2 to our amended plan submittals of September 24, 1987 and revised March 28, 1988. We reviewed these revisions and determined that they do not result in a decrease in the safeguards effectiveness of the Physical Security Plan, Guard Force Training and Qualification Plan, and Safeguards Contingency Plan as amended and revised.

Enclosure 1 is the change page which ijentifies by pages and section number the various revisions, along with the reason and a brief description of the changes.

Enclosure 2 is the actual changes, consisting of three (3) revised pages, 0
