SUBJECT:

Dairyland Power Cooperative La Crosse Boiling Water Reactor (LACBWR)

Provisional License No. DPR-45 Environmental Monitorina Technical Specification

REFERENCES:

(1) DPC Letter Taylor to Document Control Desk, LAC-12501, dated February 22, 1988.

In the letter of Reference 1, Dairyland submitted revised Technical Specifications for the LACBWR facility. This complate revision is being reviewed by the NRC and Dairyland understands the complexity and time consuming requirements of such a detailed review. The LACBWR staff has

]

continued to perform all of the sampling, analysis, testing, etc. required by l

the existing technical specifications. The purpose of this letter, however, is to make a special request for insnediate relief from several of the sampling and analysis requirements of the Radiological Environmental Monitoring j

Program. The analyses in question are those that check for the presence of

[

Iodine 131 in various environmental samples. To perform this sampling and subsequent analysis takes approxitaately 25 manhours per week.

Since the half life of Iodine 131 is 8.04 days, this isotope no longer exists at LACBWR.

l The changes requested are on pages 52a and 52b of the existing technical specifications. Copies of these pages are attached and show the suggested j

changes.

Also attached is a copy of the applicable page from the same section of the revised technical specifications which, of course, makes no reference I

to Iodine 131.
