Provisional Licensing No. DPR-45 NRC Bulletin No. 88-08 "Thermal Stresses in Piping Connected to Reactor Coolant Systems"

(1) NRC Communication, Charles E. Rossi, to'All Holders of Operating Licenses or Construction Permits for Light-Water-Cooled Nuclear Power Reactors dated June 22, 1988 (8806170291).
On April 30, 1987 LACEWR permanently terminated power production, and since that time all fuel that was in the reactor core has been transferred to the Fuel Element Storage Well. The LACBWR reactor has now become "cold" and depressurized, which nullifies any concerns of thermal stresses occurring in any unisolable piping connected to LACBWR's reactor coolant system. -Also, on 1
August 4, 1987 LACBWR's license was modified.to possession-only. Based on these facts, this NRC Bulletin is no longer applicable to LACBWR.
This letter is intended to meet the reporting requirements of NRC Bulletin 88-08.
