Dear Mr. Taylor:
This is to acknowledge receipt of your letter dated April 29, 1987 which transmitted a revision of the " Lacrosse Boiling Water Reactor Security Plan," under the provisions of 10 CFR 50.54(p).
We have been informed of Dairyland Power Cooperative's plans to shut down the Lacrosse Boiling Water Reactor as the first step toward the eventual decommissioning of the plant. We understand that you intend to submit an application to the NRC to amend the existing provisional operating license to a " possess only" license. You may wish to consider withdrawing the current security plan revision, and submit a revision under 10 CFR Part 50.90 as part of your comprehensive decommission plan. Please advise this office within 30 days of receipt of this letter if you wish this office to evaluate this revision under the provisions of 10 CFR 50.54(p) or withdraw it and submit a security plan under 10 CFR Part 50.90 for possession only as part of your decommission plan.
