Possession-Only License No. DPR-45 LACBWR Emergency Plan. Revision 18 Enclosed is the latest revision of the LACBWR Emergency Plan. There were several changes, but none of enough significance to require pner NRC approval. The changes are noted .

by bar lines in the right-hand margins. ' A description of each change and the reason for the change is included as cover pages to the Plan revision.

- The Plan revisions were discussed at a LACBWR Operations Review Committee meeting and reviewed by the Safety Review Conunittee, and it was determined that no unreviewed safety questions existed.

! The defining language for the ERB has been relocated from Technical Specifications to the ODCM as a result of T.S.

l improvements which were done based on recommendations made by the Commission and approved by the Commission.

3) Pageil Vernon County and the State ofWisconsin no longer maintain plans specific to LACBWR, so reference to them is removed.

Location of Change Description of Change l 9)- Page A-9 The State of Wisconsin hasjustified and removed all emergency response elements relating to LACBWR from the Wisconsin Radiological Response Plan (WRIRP). The State l of Wisconsin will respond if a radiological incident occurs at l LACBWR. Section 2.1, General Responsibilities, is changed to remove reference to plans specific to LACBWR.

The words " Local and" are added to more adequately describe agencies with whom there are agreements.

Wisconsin Division of Emergency Government has changed to Wisconsin limergency Management.

10) Page A-10 Section 2.2.4, State of Wisconsin. names and titles are updated to those in current use.

Section 2.2.5 - The county plan as part of the State plan is no longer maintained current and reference to it is being removed.

"LACBWR operations staff;" this is incorrect and is replaced with " Emergency Response Director."

l Section 3.3 - Initial declaration of an emergency is stated as a "LACBWR operations staff" responsibility; this is incorrect and is replaced with " Emergency Response Director."

Section 3.4 - Responsibility for initial notification of and coordination with...is stated as " plant staff;" this is incorrect and is replaced with " Emergency Response Director."

14) Page A-14 Reference to the plans is deleted.

15) Page C-3 The Area Radiation Monitors will provide adequate indication of radiation levels during a credible postulated ,

accident. The High-Range Containment Building Area Radiation Monitors were removed under an approved facility change. Reference to them is deleted.

16) Page C-4 Types of equipment in use is updated. j i

17) Page C-7 3. State Agensies - names and titles are updated.

l 18) Page D-1 Unusual Event as name of a class of events is corrected with the removal of the unnecessary words which precede it:

" Notification of" in section 1.1.a and section 1.1.1.

Statement referring to review of EAL's with State and local authorities is removed. The State no longer maintains a plan l

specific to LACBWR, and this is no longer done.

23) Page E-6 Section 3.5, Outside Supponina Emergency Response Plans is deleted. Since the State of Wisconsin and Vernon County no longer maintain plans specific to LACBWR, the section is deleted and the next section renumbered.

24) Appendix 1 These letters are updated on an annual basis and this revision contains the letters of agreement for 1997.
