In accordance with the regulations referenced, we are submitting changes to l

cur subject plans. We have reviewed these changes and have determined that they result in a decrease in the safeguards effectiveness of the approved Physical Security Plan, Guard Force Training and Qualification Plan and Safeguards Contingency Plan.

Enclosure No. 1 is the required check for amendment fees, Enclosure No. 2 is the " Finding of No Significant Hazards,"

Enclosure No. 3 is a stand alone security document containing The complete: 1) LACBWR Physical Security Plan a) Attachment A - Figures b) Addendum I - Justifications

2) Addendum II - LACBWR Security Guard Force Training and Qualification Plan

3) Addendum III - LACBWR Safeguards Contingency Plan.

• • WHEN SEPARATED FROM ENCLOSURES, HANDLE THIS DOCUMENT AS DECONTROLLED" ENCLOSURE 2 The purpose of this enclosure is to provide the U. S. Nuclear Regulatory Commission with a Finding of No significant Hazards consideration as required for license amendments under 10 CFR 50 Sections 91 and 92.

Finding of No Significant Hazards We have reviewed the hazards considerations referenced in 10 CFR 50, j Sections 91 and 92, and have determined that with these criteria no significant {

hazards considerations result from the proposed change. 10 CFR 50.92 (c)(1-3) l provide the questions for review of significant hazards considerations. They ~j are repeated here for reference. 1 (1) Involves a significant increase in the probability or consequences of an accident previously evaluated; or (2) Creates the possibility of a new or different kind of accident from any )'

accident previously evaluated; or (3) Involves a significant reduction in a margin of safety.

1. Operations of LACBWR, in accordance with the proposed changes, will not involve a significant increase in the probability of consequences of an

]

accident previously analyzed.

No method of operation is being affected. Therefore, the proposed amendments will not result in a significant increase in the probability or consequences of an accident previously evaluated.

2. Operations of LACBWR in accordance with the proposed amendment will not l create the possibility of a new or different kind of accident from any i accident previously evaluated.

No method of limits of operation are being changed, so a new kind of accident cannot be created by these changes. Therefore, the proposed amendments will not create the possibility of a new or different kind of l accident from previously evaluated.

3. Operation of LACBWR in accordance with the proposed amendment will not involve a significant reduction in the margin of safety.

No method or limits of operation are being changed, therefore, the margin of safety will not be reduced. The proposed amendments will not involve a significant reduction in the margin of safety.

As determined by the above analysis, these amendments only affect security i safeguards, therefore, it has no significant hazards consideration. I The license amendment / Security Plan, Guard Force Training and Qualification Plan and Contingency Plan were reviewed by the appropriate review committees.

Applicable fees are enclosed.
