Enclosed is Revision 5 to the La Crosse Boiling Water Reactor (LACBWR)

Quality Assurance Program Description.

Reference (3) modifies the LACBWR license to disallow operation of the reactor and authorizes DPC to maintain LACBWR in a possession-only condition.

In our present condition, analyses show that no postulated accident considered would result in a release exceeding 10 CFR Part 100 limits. Based on these results, safety-related, as defined, would no longer be applicable to a possession-only mode of operation; and, therefore, 10 CFR 50, Appendix "B," would no longer apply to activities performed by LACBWR.

Because of DPC's desire to maintain control and continuity in activities performed at and for LACBWR, Revision 5 of our QAPD will address all 18 criteria of 10 CFR 50, Appendix "B," at a reduced scope. We will use a PC4-Q 8801060200 871221 fDR ADOCK 05000409 DCD

DAIRYLAND POWER COOPERATIVE LACBWR PLANT STATEMENT OF QUALITY ASSURANCE POLICY The Quality Assurance Program described herein has been developed by the Dairyland Power Cooperative to assure safe and reliable operation of LACBWR.

This program is designed to meet the requirements of Title 10 of the Code of Federal Regulations, Part 50, Appendix B, " Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants," as it would apply to a possession-only condition.

The Quality Assurance Program applies to all activities af fecting the functions of the structures, systems, and components that are associated with a possession-only license. These activities include design, operations, maintenance, repair, fuel handling, testing, and modifications.

The DPC QA Supervisor is responsible for the establishment of a Quality Assurance Program which meets the requirements of 10CFR50, Appendix B, and implementing the program.
