SUBJECT:

YANKEE NUCLEAR POWER STATION - FIRST LEVEL UNDERV0LTAGE PROTECTION Multi-plant action Item B-23, Potential Equipment Failures Associated with Degraded Grid Voltage, established a requirement for undervoltage protection logic in the event of degraded grid voltage. This was in addition to the protection already provided on emergency buses for a loss of voltage condition.

A staff safety evaluation (SE) on this subject was issued on September 27, 1982. On January 4, 1985, the NRC issued a revised SE addressing degraded grid voltage protection for Yankee. That SE requested that you provide Technical Specification (TS) changes for monthly testing of both the first level (loss of voltage) and second level (degraded grid) undervoltage protection relays.

Technical Specifications for monthly testing of the second level relays were implemented in Amendment 89 to the license on November 30, 1985. In that letter, the staff reiterated its request for TS on the first level relays.

In a letter dated December 26, 1985 you proposed to respond to this concern by June 1986.

On June 30, 1986, you submitted your position regarding the first level relays which stated that the existing testing of the relays is sufficient such that changes to permit monthly testing and inclusion in the TS is unnecessary. Further information was provided by letters dated October 22, 1986 and December 4, 1986 in response to staff requests.

As discussed in the enclosed SE, the staff concludes that monthly testing would not improve the reliability of the first level protection and therefore that monthly testing is not required. However, the staff further concludes 870302Q PDR A $ $ hPDH 29 P
