Dear Ms. Grant:
On March 31,1997, the NRC completed an inspection at your Yankee reactor f acility in Rowe,
'
Massachusetts. The enclosed report presents the results of that inspection.
i
During the period covered by this inspection, your conduct of activities at the Yankee facility
was generally characterized by safety-conscious operations and careful radiological controls.
Within the scope of this inspection, you had in place effective programs for protecting the
safety of workers during dismantlement and decommissioning activities. Employee training
and information given to workers regarding working in radiation areas was very good. Internal
and external radiation exposure controls were also very good. Housekeeping in radiological

areas was not consistent, and some management attention is required. However, trending of
worker performance indicated better compliance with radiological procedures. Control of
radioactive materialand contamination was effective. Audits, appraisals and self-assessments
continued to improve the quality of the radiation protection program and the physical security
i
program.
Your staff continued to perform good planning for decommissioning and
dismantlement activities, including maintaining occupational exposures ALARA. Radioactive
,
materialand radioactive waste shipments were performed safely, and shipment records were
j
well maintained. The radioactive liquid and gaseous effluent control program and the
'
radiological environmental monitoring program were effectively implemented. The security
program was effectively implemented to protect public health and safety.
No major
,
deficiencies or violations of regulatory requirements were identified.
