Dear Ms. Katz:

Reference is made to your letter of November 19, 1993, to James Taylor, the Execut.ie Director of Operations, USNRC. Your letter has been referred to me for response.

-Your letter restates allegations against the Nuclear Regulatory Commission (NRC) in terms of the Early Component Removal Project -(CRP) being reviewed and approved by the NRC without the required hearing, and requests that the CRP at Yankee Rowe be halted until the NRC Inspector General completes a review / audit of these charges in' 4-6 months, under the provisions of 10 CFR 2.206.

In reviewing your letter, I find that these questions and concerns about the hearing process have been answered in depth in a letter sent to your organization on November 18, 1993. This November 18 letter provides much additional information on the CRP process at Yankee Rowe.

I am enclosing another copy of that letter for your use.

The Commission has issued staff guidance in regard to the activities you are concerned about for plants, such as Yankee Rowe, that have permanently ceased operation but not yet filed a decommissioning plan.

The staff has determined that Yankee Rowe has complied with all of the Commission guidance and has informed the licensee that we have no objection to the removal of the four steam generators, pressurizer and portions of the reactor vessel internals from the plant and site. Additionally, the staff completed a review of the transportation of these components and found that the shipments complied with all applicable NRC regulations. Your letter does not provide any new.

information regarding why public health and safety warrants suspension of the CRP and therefore does not meet the threshold for treatment under 10 CFR 2.206. Therefore, the NRC does not see a need to halt the CRP at Yankee Rowe.

The charges made to the NRC Office of the Inspector General are being handled separately by that office.
