Dear Mr. Vissar:

In your letter to me of April 8,1997, you expressed concern about the security program at the Yankee Rowe facility, which is being maintained under a license from the U.S. Nuclear Regulatory Commission (NRC). Specifically, 1 you were. concerned about a new policy that would disarm security officers.

i This facility has in place a defueled physical security plan, a guard training l and qualification program, and a safeguards contingency plan that have all i been approved by the Commission. The licensee for the Yankee Re e facility has not submitted a request' to change the aforementioned plans in such a way as to disarm security officers. However, if the licensee requests such a 3 change, we will conduct a thorough evaluation of the proposal, including the '

security risks involved with the configuration.of the Yankee Rode facility.
