SUBJECT: COMBINED NRC INSPECTION REPORT NOS. 50-29/98-01 and 50-29/98-02

Dear Mr. Williams:

On March 31,1998, the NRC completed an inspection at your nuclear reactor facility in

Rowe, Massachusetts. The enclosed report presents the results of that inspection. I

During the period covered by this inspection, your conduct of activities at the Rowe facility

was generally characterized by safety-conscious operations and careful radiological

controls. Within the scope of this inspection, you had in place effective programs for

protecting the safety of workers during dismantlement and decommissioning activities.

Internal and external radiatipn exposure controls were very good. Housekeeping in

radiological areas was very good and continued improvement was noted. Control of

radioactive material and contamination was very good and labeling of radioactive material

was excellent. Your staff was properly implementing the modifications to the spent fuel I

pool building. Overall, the YNPS final status survey program was consistent with the

recommendations of NRC and pertinent industry standards. Several areas for improvement

were noted for the final status survey program, particularly regarding assessment of scan

sensitivity. Additional decommissioning program elements will be assessed during the next -

inspection. No major deficiencies or violations of regulatory requirements were identified. O/
