Dear Mr. Thayer:

SUBJECT: NRC Inspection No. 50-29/93-07

An unannounced safety inspection was conducted at your facility, by Mr. J. Nick of this office,

on August 26 - 27,1993 and September 23,1993 of activities including the radiological controls

program authorized by NRC License No. DPR-03. The inspection was continued on Novert:

15 - 18, 1993 by Mr. Nick and Mr. J. Furia of this office. The inspection findings were

discussed via telephone with Mr. Babineau of your staff on November 24,1993.

Areas reviewed during the inspection are important to health and safety and are discussed in

the enclosed inspection report. Our findings were based upon inspector observation, interviews

of personnel, and review of records. Areas reviewed included posting of radiological areas and

other radiological controls observed during facility tours, organization and staffing, your

l

program for maintaining exposures as low as is reasonably achievable (ALARA), radiological

information available to workers, and radiological controls for radiological work activities. The

'

preparation work for shipment of the steam generators and irradiated hardware was also

reviewed.

Your health physics staff was adequately trained and qualified for their assigned positions. The

radiological areas toured in your facility were maintained in good condition and proper

radiological controls were implemented in most cases. Based on the activities observed, your

staff provided good health physics controls to protect the health and safety of the radiological

area workers.

Within the scope of this inspection, one violation of NRC regulations was identified regarding

the control of personnel access to high radiation areas to prevent inadvertent entry, and is

described in the attached inspection report and Notice of Vioiation. You are required to respond

to thia letter and should follow the instructions specified in the enclosed Notice when preparing

your response. We note that your staff took immediate corrective actions concerning this

violation which were verified by the inspector during the period of this inspection. Therefore,

(

in your response, you should document any additional specific actions taken and any longer term

!

actions you plan to prevent recurrence. After reviewing your response to this Notice, including

l

your proposed corrective actions and the results of future inspections, the NRC will determine

whether further NRC enforcement action is necessary to ensure compliance with NRC regulatory

requirements.
