This refers to the routine resident safet)
'spection conducted by NRC inspectors
of this office on June 19 - August 20, 1990, at the Yankee Nuclear Power Station,
Rowe, Massachusetts.
The inspection consisted of observation of activities,
interviews with personnel and document reviews.
The results of the inspection
are described in the NRC Region I Inspection Report encloseu with this letter
and were discussed with Mr. N. St. Laurent at the conclusion of the inspection.
A high level of engineering and technical support involvement was noted during
outage activities. The overall quality of technical support was good.
However,
reactor engineering and maintenance support department personnel worked overtime
to accomplish assigned responsibilities.
Although no deficiencies in personnel
performance were noted as a result, the need for individuals to work excessive
overtime warrants further management review.
Several observations are noted in the report (Section 3.4) involving occupational
safety. These items are noted for your attention. We understand that interim
guidance will be provided by your staff to control diving activities on a
case-by-case basis pending completion of program upgrades.
