SUBJECT: NRC INSPECTION REPORT NO. 50-29/99-02

Dear Mr. Williams:

On July 14,1999, the NRC completed an inspection at your nuclear reactor facility in Rowe,

Massachusetts. The enclosed report presents the results of that inspection.

During the period covered by this inspection, your conduct of activities at the Rowe facility was

generally characterized by safety-conscious operations to maintain the spent nuclear fuel and

careful radiological controls to workers. Within the scope of this inspection, you had in place

effective programs for protecting the safety of workers during dismantlement and

decommissioning activities. Extemal radiation exposure controls and housekeeping in

radiological areas was very good. Control of radioactive material and contamination was very

good and labeling of radioactive material was excellent. Spent fuel was safely stored in the

spent fuel pool and appropriate controls for fuel storage were implemented. Management

systems contributed to public health and safety through proper control, evaluation, and

management of decommissioning activities. Our review of your computer functionality for the

year 2000 indicated that there are no issues that will impact safeguards or safety-related

systems.

Based on the results of this inspection, the NRC has determined that one Severity Level IV

i

violation of NRC requirements occurred. The violation is being treated as a Non-Cited Violation

i

(NCV), consistent with Appendix C of the Enforcement Policy. The NCV is described in the

subject inspection report. If you contest the violation or severity level of the NCV , you should

.

provide a response within 30 days of the date of this inspection report, with the basis for your

denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC

20555-0001; with copies to the Regional Administrator, Region 1; the Director, Office of

Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001; and

the NRC lead inspector for the (Yankee) Rowe facility.
