Dear Mr. Thayer:

The NRC would like to conduct site release research at the Yankee Rowe reactor i site. The intent of the NRC is to use small portions of the Yankee Rowe '

reactor site as field testing locations for evaluating and comparing current and proposed site release survey methodologies and proposed statistical 1 analysis of survLy sampling data.

The NRC selected the Yankee Rowe site because; it is a reactor site that is in the process of a site characterization study; there is a very high quality of site characterization data available which will be needed to identf(y potential test survey units; the site is close to the DOE Environmental Measurement Laboratory (EML) that will be applying specialized measurements techniques; the site has outdoor and indoor locations that may be applicable to the survey and statistical study.

The data to be collected and analyzed is for development research only and '

shall not be used by the NRC for any purpose other than evaluating the survey methodologies and proposed analytical methods. Yankee Rowe may use the information collected as needed, in their continuing site characterization efforts. This may include, but is not limited to, verification of sample results against EML results obtained. Any results of the test cannot be used for site release when the official Site Release Survey is initiated.

The limited data used and required to perform the proposed analysis on the selected survey units may be published as needed to illustrate data quality objectives, survey unit development, sampling protocols, and statistical analytical techniques.
