Yankee Nuclear Power Station Change of Personnel

Dear Mr. Fairtile:

As you are aware, most of the dismantlement and decontamination activities at YNPS have been completed in the areas that are not associated with fuel storage. The entire decommissioning task is estimated to be more than 80% complete. Final status surveys to ensure that YNPS meets the NRC's radiological release criteria are underway. The removal of the remaining systems and components and the decontamination of buildings not associated with fuel storage is currently scheduled to be finished in early 1999. In light of the progress made by Yankee, and as originally planned by Yankee as part ofits decommissioning cost estimate, the responsibilities of Site Manager / Manager of Operations and Decommissioning Manager have been consolidated.

Therefore, Mr. Donald A. Reid will replace Mr. Kenneth J. Heider (Site Manager / Manager of Operations) and Ms. Jane M . Grant (Decommissioning Manager). While the responsibilities have been consolidated, Mr. Reid will assume the titles of both positions.

Mr. Reid is a highly qualified nuclear executive whose experience includes being Vice President of Operations and Engineering at Vermont Yankee; most recently, Mr. Reid has been a management consultant for both YNPS and CYAPCO decommissioning efforts. As required by Section 6.3.1 of Appendix A of the YNPS Possession Only License (Reference (a)), Mr. Reid satisfies the qualifications specified in ANSI 18.1-1971 for the position which he is assuming. Mr. Reid's lo assignment is effective immediately.
