SUBJECTi REQUALIFICATION EXAMINATION REPORT No. 50-029/89-03(0L-RQ)
On June 20 30,.1989, the NRC administered requalification examinations to
employees .of your company who operate the Yankee Nuclear. Power Station. The
evaluation'was conducted in.accordance with Revision 5 to NUREG-102.1, Operator; h
! Licensing Examiner Standards, ES-601, Administration of NRC Requalification
Program' Evaluations. The evaluation had.two purposes: (1) to evaluate indivi-
dual operator. competency and (2) to evaluate the effectiveness of the licensed
operator requalification training program at Yankee Nuclear Power Station. At
the conclusion of the examination, any generic findings _that evolved as a
result'of the examination were discussed with those members of your staff'
identified in the enclosed report.
As a result of- this evaluation, your requalification program has been assigned
an overall' program' rating of satisfactory in accordance with the criteria of
NUREG 1021, ES-601, Six reactor operators and three senior reactor operators-
passed the. written, walkthrough and simulator portions of the examination.
One senior reactor operator failed the simulator portion of the examination,
i one' senior reactor operator failed the walk through portion of the examination,
.and one senior reactor operator failed the written and walk through portions of
the examination. We are concerned that all three operators who failed were
Shift Supervisors. These results were based on both the NRC's and the
facility's grading of the examination. You are requested to respond to our
concern that all three operators who failed the Requalification Examination
were Shift Supervisors.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosure will be placed in the NRC Public Document Room.
The response requested by this letter is not subject to the clearance proce-

dures of the Office of Management and Budget as required by the Paperwork
Reduction Act of 1980, PL96-511.
