This letter refers to the routine safety inspection of your actions in response

to Generic Letter 88-17, " Loss of Decay Heht Removal ." The inspection was

conducted by. Ms. A. E. Lopez of this office and Mr. W. C. Lyon of NRR on July

30 - August 3, 1990, at the Yankee Rowe Power Station, Rowe, Massachusetts. A

discussion of our findings was held by the inspectors with Mr. Henderson at the

conclusion of this inspection.

' Areas examined during this inspection are described in the NRC Region I Inspec-

tion Report which is enclosed with this letter. Within these areas, the

inspection consisted of selected examiniations of procedures and representative

records, interviews with plant personnel, and observations by the inspectors,

The inspectors found that the " Expeditious Actions" and the " Programmed

- Enhancements" described in your response to Generic Letter 88-17 (dated January

3, 1990 and February 10,1990), except for RCS level instrumentation and pro-

cedures for reduced inventory (peration, had been implemented at the Yankee

Rowe Power Station.

Our inspectors noted that the level instrumentation te be

used during mid-loop operation was not in place and procedures to be used for

reduced inventory operation were not complete.

It is our understanding from

discussions with your staff, that you intend to complete the level instrumenta-

tion installation and the procedure rewrite prior.to entering mid-loop operation.

If this understanding is incorrect, please notify us. As stated in section

2.4.2 of the attached inspection report, the RCS level concerns will remain

unresolved pending the review of the completed installation. As stated in

section 2.5 of the attached inspection report, the reduced inventory procedure

concerns will remain unresolved pending the rewrite and review of the pro-

cedures for shutdown operations.
