Washington, DC 20555 Cear Judge Bschhoefer, Having retumed from a recent (np, I found Mr. Block's letter to the Panel and parties and Ms. Zobier's response. I have made best efforts to !oT.c the copy of the April 1,1999 letter attachments to which Ms. Zobier roferreri in her response to Mr. Block's letter. They are simply no whers to be found.

I called Mr. Block to ask if he had over received the latter. He said, no, that was why he wrote to the Panei. Besides, he told me the letter wouM not hava been proper service anyway. He said, as he stated in his letter, the Chairman asked that the EA be served on the parties, not that they merely get it as a form of " service" in conjunction wth some other madeg. He said he could not understand why neither he nor I had

. received a ccpy of the letter. He added, that he was mystified and confounded by these facts.

Please let us know how the Panet will view the receipt of the EA. CAN did get a copy l

by email on Apnl 18,1999. We think that at least 30 days is a reasonable time in which to I respond to the EA/FONSIin this case.
