.This refers to the routine resident safety inspection conducted by Messrs.

'J. Macdonald. and M.' Markley of this office on June 26 '- July 31,1989 at the -

Yankee Nuclear Power Station, Rowe, Massachusetts. The inspection consisted of

observation of- activities, interviews with personnel and. document reviews-

results of the inspection are described in the NRC Region I' Inspection Report

enclosed with this letter and were discussed with Mr. R. Mellor of your staff'

at the conclusion.of the inspection.

This.repcrt describes an: instance of untimely implementation of your commit-

t ments regarding main steam line radiation monitor (MSLRM) technical'specifica-

' tions-(TS) as well..as spare part availability problems which'resulted in three.

-

of four MSLRMs being inoperable during plant operation. The TMI Action Plan

commitments ' associated with these monitors should have receiveo more attention,

resulting in; application of a higher priority to' equipment reliability. . Al-

though it appears that this was an isolated instance of-poor commitment track-

ing, the effectiveness of your program will continue to be assessed.

'No. written response to this report is required; however, our resident inspector

staff awaits additional information regarding four unresolved items.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of

this letter and the enclosures will be placed in the NRC Public Document Room.
