Enclosed for your information is Revision 28 of the Yankee Operational Quality Assurance Program (YOQAP) for the Yankee Atomic Electric Company (YAEC).
Please note that the program name has been changed to the Yankee Decommissioning

Quality Assurance Program (YDQAP) due to the r>tatus of the plant, which is in the final stages of decommissioning. l l
Previously, a revision to the YOQAP had been submitted to you in Reference (b), and I was withdrawn in Reference (c). The YOQAP was considered a Topical Report because h)d/) '
it was applicable to both the Yankee Atomic Electric Company and the Vermont Yankee Nuclear Power Station. This submittal of the YDQAP applies only to YAEC and will no longer be maintained as a Topict' Report.
The major change in this revision was the removal of all references to the Vermont )'
Yankee Nuclear Power Corporation (VYNPC) and the Yankee Nuclear Services Division (YNSD). VYNPC has its own Program (called the VOQAM) and the YNSD was sold to l Duke Engineering & Services (DE&S) (see Reference (d)). This revision also reflects )
organizational changes within YAEC. The clarifications and organizations.1 changes do not constitute a reduction in commitments and continue to satisfy the criteria of 10CFR, Part 50, Appendix B. (See Attachment A for a description of all changes.) The enclosed lined-out, redline version of the document, which shows all deletions and additions, has been provided to facilitate your review. :
