Dear Congressman Olver This letter responds to your letter to Chairman Salin dated l'
November 16, 1993.
In that letter, you expressed a concern over the Component Removal Project ("CRP") being undertaken at the j
Yankee Rowe facility and asked what provisions the NRC had made l
to obtain public comment on the CRP.
As you correctly noted in-your letter, the CRP does not violate any regulatory requirement.
In addition, none of the actions being taken as a part of the CRP require the offer of an adjudicatory hearing.
However, the NRC Staff has taken several steps to provide.for public participation in this process. ~The following is a brief, partial description i
of the steps taken by the NRC Staff to explain the Yankee Rowe decommissioning process to the public and to afford the public an j
opportunity to comment on that process.
On June 9, 1993, the NRC held a public meeting near the Yankee Rowe site with management of the Yankee Atomic Electric Company.
("YAEC"), the licensee, to discuss the decommissioning process in general and the CRP in particular.
At that meeting, YAEC personnel explained the CRP to NRC Staff members and answered questions posed by the NRC Staff.
While the meeting was not transcribed, the NRC Staff prepared a summary of that meeting shortly thereafter which is enclosed as Attachment 1.
That evening, the NRC held another public meeting in the same community, at which approximately 12 NRC' staff and management personnel were present to explain the decommissioning process and to answer p tions by members of the public,-including questions on the C E That meeting was transcribed and a' copy of that transcri g ia enclosed as Attachment 2.
At that meeting, members of the Citisans Awareness Network ("CAN"), a local organization, stated that they had-experienced difficulty in locating relevant documents in the local Yankee Rowe Public Document Room.
The NRC Staff reviewed that matter and responded to CAN on August 23, 1993, addressing CAN's stated concerns.
That letter is enclosed as Attachment 3.
In addition, the NRC Staff invited CAN to raise any issues'that it believed needed to be reviewed during the decommissioning.

On October 26, 1993, the Staff responded to CAN regarding one of the issues raised in that call; that response is enclosed as Attachment 5.
I am informed that the Staff hopes to complete its response to CAN regarding the other issues by early January, 1994.
The Staff will provide your office with a copy of that response when it is issued.
On September 8, 1993, CAN submitted a letter to the Secretary of the commission asking for a formal adjudicatory hearing regarding l
the CRP.
The Secretary denied that request in a letter dated November 18, 1993.
A copy of that letter is enclosed as l.
On November 26, 1993, CAN responded to the j
secretary's letter of November 18th.
When a reply to the l
November 26th letter is prepared, it will be provided to your j
office.
j Finally, Environmentalists, Inc., a South Carolina-based citizens group, has filed a formal petition asking for an adjudicatory hearing on several aspects of the Yankee Rowe decommissioning plan.
Both YAEC and the NRC Staff have responded to the petition.
The Commission will issue a decision on that request i
in the near future.
The Secretary will forward a copy of that decision to your office when it is issued.
When the Yankee Rowe decommissioning plan is filed, the NRC will

ensure that YAEC continues to comply with all pertinent NRC l
regulations.
The NRC Staff is currently making plans for another public meeting near the plant after the decommissioning plan is submitted by YAEC.
