PARTIAL EXEMPTION FROM THE TRAINING RULE, 10 CFR 50.120 (TAC NO. M87168)
By letter dated June 25, 1993, the NRC informed licensees in the process of decommissioning, that the staff would cons: der issuing pertinent exemptions to the subject rule if the licensee would voluntarily submit adequate justification that compliance with all or part of the rule is no longer needed at a particular facility. The NRC stated that where the justification by licensees was demonstrated to be adequate, we would issue such an exemption on our own motion, as permitted by 10 CFR 50.12.
i In response, the Yankee Atomic Electric Company (YAEC) in a letter dated July 28, 1993, justified an exemption only for the Shift Technical Advisor (STA) position at the Yankee Nuclear Power Station.
The Nuclear Regulatory Commission has granted the enclosed partial exemption from the requirements of the Training Rule, 10 CFR 50.120 for the STA position only. A Notice of Environmental Assessment and Finding of No Significant i
Impact was published in the Federal Reaister on November 19, 1993 (58 FR 61108).
The basis for this exemption is provided in Section III of the enclosure. The Commission has granted this exemption request pursuant to 10 CFR 50.12 and it is being forwarded to the Office of the Federal Register for publication.
This partial exemption from 10 CFR 50.120 does not relieve YAEC of the remaining training requirements contained in 10 CFR 50.120 or in Possession Only License No. DPR-3.
The exemption becomes effective on November 22, 1993.
