NRC Region III has recently received an allegation concerning alleged drug use by employees of the Hatfield Electric Company, a safety-related electrical contractor at the Byron Nuclear Power Plant. This allegation was discussed with you on July 2, 1986 by Messrs. G. Pirtle and W. Forney of our staff. The Nuclear Security Director was advised by telephone on July 3, 1986 of the names of the personnel allegedly involved in the prohibited activities. The attachment to this letter is a description of the allegation received and the identity of the personnel allegedly involved in the prohibited activities.

The attachment to this letter should be strictly controlled and distribution limited to personnel only with a "need-to-know" to protect the personal privacy of the individuals while your investigation is in progress. The enclosure is considered as exempt from public disclosure in accordance with Title 10, Code of Federal Regulations, Part 2.790(a)(7).

Due to the safety significance of electrical work performed by the Hatfield Electric Company, NRC Region III expects that Commonwealth Edison Company (CECO) will analyze the allegation, initiate the appropriate investigation, and take appropriate action as necessary in order to address the specific allegation and potential consequences of the allegation, if substantiated. Due to the nature of the allegation, coordination with local law enforcement agencies may be appropriate.

We further request that the results of your review and disposition of this matter be submitted to NRC Region III after completion. Documentation supporting your results should be maintained onsite for any further inspect tons l by NRC Region III.

We have been advised that actions Commonwealth Edison Company has initiated since receipt of the allegation include: (1) denial of unescorted access to vital areas for personnel allegedly involved in the prohibited activities; (2) mandatory testing of the personnel identified by the alleger; and (3) search of l
