The purpose of this instruction is to provide direction and accept / reject criterion for the reinspection of each attribute listed on the reinspection checklist (Attachment 6.1) for Piping System Bolted Joints / Material.

2.0 APPLICABILITY These instructions apply to all samples selected for reinspection from the Piping System Bolted Joints / Materials Population in Unit 1 and common, and Unit 2. The reinspections shall include flanges, bolts / studs, cap screws, nuts and gaskets (dielectrics) associated with safety related bolted joints. The population is described in the population description for Piping System Bolted Joints / Material.

3.0 REFERENCES

V' 4.0 GENERAL (Cont'd) 4.2 Policy Reinspections are performed and documented in accordance with established project procedures and instructions. This instruction establishes the attributes for reinspections of bolted joints. Reference 3.1 provides the instructions for performing, documenting, and processing the results of the reinspections.

4.3 Definitions None 5.0 INSPECTION PROCEDURE 1*. Bolt / Stud / Cap Screw Nominal Diameter Verify the nominal bolt diameter is in accordance with the bolt diameter specified on the Brown and Root (BRP) isometric for piping bolted joints or the supplemental instructions ~

contained in the verification package. This shall be accomplished in the following manner:

( ,) Measure the diameter of the bolt / stud / cap screw when accessible or measure the dimensions across the flats of the bolt / cap screw head or nuts. The dimensions measured shall be compared against the required dimensions shown on Attachment 6.2 and 6.3. This will correspond to a nominal bolt diameter.

Measurements shall be made using standard inspection tools. Attachment 6.5 provides a list of standard inspection tools and their corresponding codes. Record

! on Attachment 6.6 the tool code, serial number and I calibration due date of the tool used to measure I

dimensions.

2. Nut Height Verify that full height heavy hex nuts are installed. This shall be accomplished by measuring the height of each nut and comparing the dimension against the required height for full heavy hex nuts shown on Attachment 6.3. (Tool requirements are as stated in item 1 above).

3. Bolt / Stud / Cap Screw Thread Engagement Verify that a minimum of one thread shall appear on the bolt / stud / cap screw beyond the nut face or tapped hole for the tightened bolted joint.

When bolts / cap screws are inserted into blind tapped holes and thread engagement cannot be verified, cap screw or bolt length shall be verified as part of the " Documentation Review of Piping System Bolted Joint / Material Instructions - QI-022".

(Actual bolt / stud / cap screw length is not required to be verified where thread engagement can be verified.)

4. Bolt / Stud / Cap Screw and Nut Material and Gasket / Dielectric Type 4A Bolts / Stud / Cap Screw and Nut Material -
a. For bolts / stud / cap screws and nuts, (all sizes), verify the grade number stamped on -

the item is in accordance with the grade required by the BRP isometric for piping bolted joints or the supplemental v instructions contained in the verification package. The marking requirements for bolting and nuts are provided on Attachment 6.7.

If no grade number can be detected at reinspection, this attribute shall be marked "N/A".

The inspector shall record data in accordance with the following:

If no grade number can be detectad or the grade number is not in accordance with the grade required by the BRP isometric or supplemental instructions, the inspector shall record any markings that exist on the bolts / nuts on Attachment 6.4. This information will then be reviewed as part of the " Documentation Review of Piping System Bolted Joint / Material Instructions - QI-022."

b. For bolts / stud / cap screws and nuts, greater than 1 inch in diameter, the heat number marked on the item shall be recorded on l Attachment 6.4. The heat number recorded will be verified for correctness as part of j the " Documentation Review of Piping System Bolted Joint / Material Instructions - QI-022".

5. Flange Rating and Type Verify the flange pressure rating and flange type, e.g., 150#

Bolted Joint Completeness Verify that the total quantity of bolts / studs / cap screws, nuts and gasket / dielectric are installed in accordance with the BRP isometric for piping bolted joints or the supplemental instructions contained in the verification package and that j this hardware is hand tight.-

7. Gasket Coverage For compressed asbestos and red rubber gaskets verify that the outside perimeter of the gasket installed extends to, or beyond, the outside edge of sealing surface of the flange.

For flexitalic gaskets, verify that the outside perimeter of the ring is located adjacent to the inside edge of the bolt circle. ,
