/7 1.0 PURPOSE This procedure provides instructions and accept / reject criteria for i performing reinspection of Torque for Drilled-in Concrete Expansion Anchors (Hilti Bolts) for the purpose of verifying that setting of Hilti bolts had been adequately performed during construction.

1 2.0 APPLICABILITY This instruction applies to samples selected from specific Hilti Bolt Populations being inspected under ISAP VII.c plus the electrical cable tray supports. The Hilti Bolt Torque Verification Population consists of those Hilti bolts, excluding bolts of 1/4" diameter, that are part of the sample populations for pipe supports, HVAC supports and electrical raceway supports, l

3.1 Hemo QA/QC-RT-799, to D. J. Alexander from S. H. Popper, dated November 14, 1985, delineating documentation used in the development of this instruction.

3.2 CPP-009, " Performance of Reinspection and Documentation Review."

! 4.0 CENERAL 4

4.1 Reinspections are performed and documented in accordance with established CPRI Project Procedures and Instructions. This instruction establishes the methods and the accept / reject criteria for reinspection of Hilti Bolt Torque. The criteria applies to both Hilti Kwik Bolts and Hilti Super Kuik Bolts.

4.2 Application of torque will be performed by Brown & Root with

! site QC witnessing and completing documentation for hardware with appropriate traveler. This will not replace completing j of attached checklist which is to be done by CPRT inspector.

I 4.3 Activities performed under this procedure shall conform to the

, policies contained in the latest Comanche Peak Response Team Program Plan and Issue-Specific Action Plan VII.b.4.

1 5.0 INSTRUCTIONS f Using the reference 3.2 and the instructions below in the sequence

presented, perform verification of Hilti Bolt Torque on the sample

! items and document the results of the reinspection on the checklist l (Attachment 6.1). Record required information as indicated in remarks column of the checklist, for those steps completed, i

( 5.0 INSTRUCTIONS (Cont'd)

V) 5.1 Determine that epoxy grouting of the base plate being secured by the Hilti bolt, selected for verification, has not been performed. Note the results on the checklist.

Note: If the epoxy grouting was used discontinue the torque verification at this point.

5.2 Determine by measurement, using a' rule or caliper, the installed bolt diameter and that the bolt diameter exceeds 1/4". (Nominal size progression is in 1/8" increments). Note the results on the checklist.

Note: If the bolt is 1/4" diameter, discontinue the torque verification at this point.

5.3 Determine that the nut could be tightened one full turn and will not be " bottomed-out" during the torque verification.

This determination is accomplished by assuring that the exposed thread length, as measured from the 1st cut thread, is not greater than the value given in Table I of Attachment 6.2.

Note the results on the checklist.

1 Note: If this attribute is rejected discontinue the torque f,_s verification at the point.

-- 5.4 Determine that minimum embedment can be maintained during the torque testing. This determination is accomplished by the following steps:

determine actual length using designated length of bolt indicated by Code Stamp at end of bolt (Attachment 6.3) or U. T test results measure length of anchor projecting from the concrete surface (Note: allowances in floor and roof areas where topping has been placed shall be made by adding this thickness to the measured bolt projected length).

subtract the projected length from the actual length to determine actual embedded length using the minimum embedment indicated by design drawing, or shown on Attachment 6.3 when embedment i length is not shown on drawing, determine that the

! actual embedment exceeds the minimum embedment required.

Note: If the actual embedment is equal to or less l

than the required embedment length stated, i note the results but - do not continue with fs T) m-the torque verification unless instructed by engineering direction.

.5.5 Verify bolt torque satisfies the acceptance value given in Table II of Attachment 6.2 using a calibrated dial indicating torque wrench, following the steps shown below:

note the position of the nut prior to torquing by marking the intersection of two flats (point) and the corresponding location on the attached fixture apply torque to the nut

- if the nut does not turn before the applicable test torque value (attachment 6.2) is reached the torque verification is acceptable

- if the nut turns prio to the test torque value continue to apply torque until either the minimum installation torque is reached or the nut has turned one full turn. Do not proceed past whichever occurs

, first. If the minimum installation torque is reached prior to the nut turning a full turn the torque verification is acceptable. If the nut turns one full turn before the minimum installation torque value is reached, the torque verification is rejected.

Note The results of this torque verification on checklist, including the torque value that the nut may have began to turn, the amount of nut rotation (to the nearest 1/4 turn), the torque value at the end of one full turn if the minimum installation value was not achieved, and record wrench number and calibration due date.
