CPP-005 Revision: 3 1.0 PURPOSE This procedure describes the method to categorize installed safety-related hardware into populations within reasonably homogeneous work activities and associated quality characteristics which are subject to reinspection and documentation review on a sampling basis as required by Issue-Specific Action Plan (ISAP)

VII.c.

Moreover, this procedure includes provision for the identification and control of the interfaces between populations and the coordination among the participating organizations.

2.0 APPLICABILITY This procedure is applicable to safety-related hardware constructed and final QC accepted at Comanche Peak Units 1, 2 and areas common to both units.

3.0 REFERENCES

4.0 CENERAL The Discipline Engineers review equipment lists from CPSES in order to subdivide the plant into homogeneous populations that have been constructed using reasonably homogeneous work process. The equipment reviewed is limited to that which is safety related, construction complete and final QC accepted. The equipment will be inspected for attributes selected after a complete review of engineering documents pertaining to the individual populations.

4.1 Responsibilities 4.1.1 QA/QC Engineering Supervisor The QA/QC Engineering Supervisor is responsible to prepare the Master Population List.

In addition, the Supervisor reviews and approves Population Descriptions, Population Items Lists, and Work Process Memorandums.

4.1.2 Engineering Deputy Program Manager

The Engineering Deputy Program Manager reviews and approves the Master Population List.

4.1.3 QA/QC Lead Discipline Engineers QA/QC Lead Discipline Engineers are responsible to review and approve all Population Descriptions and review and approve those Population Items Lists and Work Process Memorandums that are specific to their discipline.

4.1.4 QA/QC Discipline Engineers QA/QC Discipline Engineers provide input to the Master Population List and are responsible to complete Population Descriptions, Population Items Lists, and Work Process Memoranda.

4.1.5 QA/QC Records Administrator The QA/QC Records Administrator indicates the issue dates, distributes and controls the Master Population List, Population Descriptions, and Work Process-Memorandums and controls the Population Items Lists.

Activities performed under this procedure shall conform to the policies contained in the latest Comanche Peak Response Team Program Plan, ERC Management Program Plan, and ISAP VII.c.

Should an activity be designated as the responsibility of a QA/QC Lead Discipline Engineer, or higher, it may be delegated by that engineer to an individual under his or her supervision.

4.3 Conflicts In the case of a conflict between this procedure and the documents referenced in Section 4.2, the latter shall govern.

4.4 Definitions 4.4.1 Population - Construction completed, inspected, and final QC accepted safety-related groups of similar components or work activities having common attributes that are verifiable by similar reinspection and document review activities.

g-4.4.2 Work Activity - A process comprised of similar characteristics relative to the techniques, codes, standards, criteria, organizations, crafts, and inspection groups used in the construction / acceptance of a hardware item.

performed with meaningful results after construction is complete. Examples include configuration, visual weld, and location inspections. Reinspections are deemed infeasible if the examinations cannot be performed after construction. Examples of infeasible reinspections include in-process inspections such as verification of welding preheat, interpass, and post-weld heat treatment.

4.4.4 Final QC Accepted - Formal documentation which verifies specific construction work activity items were inspected by an inspector and identified as acceptable based upon previously identified acceptance criteria.

4.4.5 Construction Complete - A specific construction activity item that has been completed and final QC accepted prior to being selected as a sample of a population of homogeneous construction work activity.

5.0 PROCEDURE 5.1 Population Descriptions g

QA/QC Discipline Engineers solicit information relative to

establishing populations from Texas Utilities Generating Company project support personnel as required.

5.1.1 Preparation The QA/QC Discipline Engineers review the information from TUGC0 to identify safety-related systems and components that can be classified into homogeneous populations with reasonably homogeneous work processes that can be reinspected or verified by documentation review. The QA/QC Discipline Engineer documents the results of the review in a Population Description in accordance with Attachment 6.2.

5.1.2 Review and Approval Subsequently, each QA/QC Lead Discipline Engineer and the QA/QC Engineering Supervisor review and approve complete Population Descriptions in accordance with.2.

5.1.3 Distribution and Control

Records Administrator (file location VII.c-4.B-1) for distribution and control.

As a minimum, the QA/QC Records Administrator distributes copies of the Population Descriptions to the signatories, the QA/QC RTL and the Engineering Deputy Program Manager.

5.2 Master Population List 5.2.1 Preparation Based on each Population Description, the QA/QC Engineering Supervisor prepares and maintains the Master Population List in accordance with.1.

5.2.2 Review and Approval The Engineering Deputy Program Manager reviews and approves the Master Population List in accordance with.1.

s 5.2.3 Distribution and Control The Engineering Deputy Program Manager ensures that the approved Master Population List is forwarded to the QA/QC Records Administrator (file location VII.c-4.A) for distribution control as required.

As a minimum, the QA/QC Records Administrator distributes copies of the Master Population List to the signatories and the QA/QC Review Team Leader (RTL).

5.3 Population Items List 5.3.1 Preparation The responsible QA/QC Discipline Engineer prepares a list of all safety related, construction complete and final QC accepted items which are within the population outlined in the Population Description.

The QA/QC Discipline Engineer documents the list, its method of development and the method it was formed by on Attachment 6.3 " Population Items List".

5.3.2 Review and Approval Subsequently, the QA/QC Lead Discipline Engineer and the QA/QC Engineering Supervisor review and approve complete Population Items Lists in accordance with.3.

5.3.3 Distribution and Control The QA/QC Engineering Supervisor ensures that approved Population Items Lists are forwarded to the QA/QC Records Administrator (File Location VII.c-4.B-2) for 1

distribution and control. A working copy may be kept by the engineers at his work station to be used while he is selecting samples.

As a minimum, the QA/QC Records Administrator distributes copies of Populations Items Lists without attachments to the signatories, the QA/QC RTL, and the Engineering Deputy Program Manager.

5.4 Work Process Memorandum 5.4.1 Preparation After defining the population and preparing the Population Items List, the QA/QC Discipline Engineers

review applicable architect / constructor specifications, design drawings, lists, standards, and codes to identify safety-related construction work processes and attributes that can be reinspected or verified by document review. The QA/QC Discipline Engineer documents the results of the review in a Work Process memorandum to the QA/QC Engineering Supervisor.

The memorandum defines the population and associated work activities, includes the rationale for the homogeneity and provides justification for tbose attributes for which less than the minimum sample size l

will be reinspected or reviewed.

(See Reference 3.1 to determine the minimum sample size.) The memorandum also describes the attributes for each work activity and its method of verification, e.g.,

reinspection and/or documentation review. The memorandum shall be addressed to the QA/QC Engineering Supervisor and shall be in accordance with the following outline:

Attachment - Work Process Description Chart 5.4.2 Review and Approval The QA/QC Lead Discipline Engineer reviews the memorandum for technical content, completeness, accuracy and conformance with this procedure. If satisfactory, the QA/QC Lead Discipline Engineer signs the memorandum and forwards it to the QA/QC Engineering Supervisor.

The QA/QC Engineering Supervisor reviews the Work

\\d Process Memorandum for logic, reasonable rationale for the homogeneity, justification for attributes and explanation for attributes which will be inspected less than the minimum sample size.

If satisfactory the QA/QC Engineering Supervisor signs the memorandum and forwards it to the QA/QC Records Administration for distribution and control.

I 5.4.3 Distribution and Control As a minimum the QA/QC Records Administrator distributes copies of the Work Process Memorandum to the signatories, the QA/QC RTL, CPRT engineering statistics advisor, and the Engineering Deputy Program Manager.

The QA/QC Records Administrator maintains Work Process Memorandums in the file marked VII.c-4B-8.

5.5 Revisions Revision to the Master Population List, the Population Descriptions, the Population Items Lists, and Work Process Memorandums, are prepared, reviewed, and approved the same as f-g the original issue. Unless the change was extensive and

( j completely redone, revisions shall be indicated by a vertical line in the margin and adjacent to the appropriate portion (s).
