INSERVICE VALVE TESTING PLM TABLE 13 - SAFETY INJECTION Page 22 NOTES The subject check valves are full-stroke close exercised at refueling outages at the same frequency as the full-stroke open exercise for the reasons described above. (Close exercising of valve 8926 is not practicable following its quarterly part-stroke open exercise. To do so would defeat both trains of the intermediate head sitsystem. Therefore valve 8926 is also full-stroke close exercised at refueling outages coincident with its full-stroke open exercise.)

8958A & B. Low Head Safety Injection Flowpath Check Valves, are full-stroke exercised at cold shutdowns. These valves cannot be 4

full or part-stroke open exercised during plant operation because the relatively higher pressure of the Reactor Coolant System will not allow forward flow through these paths. The flowpath through the RfR to RWST return line can be used at times to full-stroke exercise these valves; however, this path cannot be used during plant operation since opening this line defeats both trains of the Low Pressure Safety Injection Systee. Part-stroke exercising certain of these check valves during plant opa stian via the 51 test header is not practicable because this path yields flowrates too small (approx. 5 gpm) to be meaningful for assessing the operational readiness of these valves.

The subject check valves are full-stroke close exercised at cold shutdowns at the same frequency as the full-stroke open exercise for the reasons described above.

Beginning with the fifth refuetug adage for Unit 1 and the third refueling outage for Unit 2. valves 8956A. B. C. and D will be 9

tested consistent with guidelines in Section 4.1.2 " Exercising Check Valves with Flow and Nonintrustive Techniques." of NUPIG-1482. " Guidelines for Inservice Testing at Nuclear Power Plants." dated April 1995. Relief from the ASK Code is not required because this method is considered "other positive means" of verifying disk movement.

SUBSTITUTE TEST Verify operability of the subject check valves through disassembly.and inspection of one of the four valves in l

l each unit at each re.rueling outage for that unit. The disassembled valve will te verified to be capable of full-stroking and it will be verified that the internals of the valve are structurally sound (no loose or corroded parts).

l Also, the disk will be manually exercised.

A different valve from each unit will be disassembled.

i inspected. and manually full-stroke exercised at each successive refueling outage until the entire group for that unit has been tested.

If the disassembled valve is not capable of being full-stroke exercised or there is binding or failure of valve internals, the remaining valves in the group for that unit will also be i

l disassembled, inspected, and manually full-stroke exercised during the same outage Once this is completed, the sequence of disassembly will be repeated unless extension of the interval can be justified.

NRC APPROVAL STATUS This Relief Request is pre-approved by Generic Letter 2

89-04, Attachment 1, Position 2.

(Also reference safety evaluation dated January 29, 1993 for Unit 1 and NUREG-0797, SER Supplement 26 for Unit 2.)

Beginning with the fifth refueling outage for Unit 1 and 9

the third refueling outage for Unit 2, this relief request will no longer be used.
