REQUIREMENTS The Surveillance Frequency of 18 months is consistent with the recommendations of Regulatory Guide 1.32 (Ref.10) and Regulatory Guide 1.129 (Ref.11), which state that the battery service test should be performed during refueling operations or at some other outage, with

I The modified performance discharge test is a simulated duty cycle consisting of just two rates; the one minute rate published for the battery or the largest current load of the duty cycle, followed by the test rate employed for the performance test, both of which envelope the duty cycle of the service test. Since the ampere-hours removed by a rated one minute discharge represents a very small portion of the battery capacity, i
the test rate can be changed to that for the performance test without compromising the results of the performance discharge test. The battery terminal voltage for the modified performance discharge test should remain above the minimum battery terminal voltage specified in the battery service test for the duration of time equal to that of the service test.

The 31 day Frequency for SR 3.8.1.2, is consistent with Regulatory Guide 1.9 (Ref. 3) and Generic Letter 94-01 (Ref.14). The 184 day Frequency for SR 3.8.1.7 is a reduction in cold testing consistent with Generic Letter 84-15 (Ref. 7). These Frequencies provide adequate assurance of DG OPERABILITY, while minimizing degradation resulting from testing.
SR 3.8.1.3 This Surveillance verifies that the DGs are capable of synchronizing with the offsite electrical system and accepting loads greater than or equal to the aquivalent of the maximum expected accident loads. A minimum run time of 60 minutes is required to stabilize engine temperatures, while minimizing the time that the DG is connected to the offsite source.
Although no power factor requiraments are established by this SR, the DG is normally operated at a power factor between 0.8 lagging and 1.0.
The 0.8 value is the design rating of the machine, while the 1.0 is an operationallimitation to ensure circulating currents are minimized. The load band is provided to avoid routine overloading of the DG. Routine J
overloading may result in more frequent teardown inspections in accordance with vendor recommendations in order to maintain DG OPERABILITY.
The 31 day Frequency for this Surveillance is consistent with Regulatory Guide 1.9 (Ref. 3) and Generic Letter 94-01 (Ref.14).
This SR is modified by four Notes. Ncte 1 indicates that diesel engine runs for this Surveillance may include gradual loading, as recommended by the manufacturer, so that mechanical stress and wear on the diesel engine are minimized. Note 2 states that momentary transients, because of changing bus loads, do not invalidate this test. Note 3 indicates that this Surveillance should be conducted on only one DG at a time in order (continued)

A program shall be established to implement the leakage rate testing of the containment as required by 10 CFR 50.54(o) and 10 CFR 50, Appendix J, Option B, as modified by approved exemptions. This program shall be in accordance with the guidelines contained in Regulatory Guide 1.163, "Performanc.: Based Containment Leak-Test Program, dated September,1995" b.

A tabulation on an annual basis of the number of station, utility, and other personnel (including contractors)@or whom monitoring was performed, receiving an annual deep dose equivalent > 100 mrems and the associated collective deep dose equivalent (reported in person-rem) according to work and job functions (e.g., reactor operations and surveillance, inservice inspection, routine maintenance, special maintenancQ, aste processing, and refueling).
This tabulation supplements the requiremems of 10 CFR 20.2206. The dose assignments to various duty functions may be estimated based on pocket ionization chamber, thermoluminescent dosimeter (TLD), electronic dosimeter, or film badge measurements. Small exposures totaling < 20 percent of the individual total dose need not be accounted for in the aggregate, at least 80 percent of the total deep dose equivalent received from external sources should be assigned to specific major work functions. The report covering the previous calendar year shall be submitted by April 30 of each year.

5.6.1 Occuoationel Radiation Exoosure Reoort NOTE A single submittal may be made for a multiple unit station. The submittal should combine sections common to all units at the station.
A tabulation on an annual basis of the number of station, utility, and other personnel (including contractors), for whom monitoring was performed, receiving an annual deep dose equivalent > 100 mrems and the associated collective deep dose equivalent (reported in person-rem) according to work and job functions (e.g., reactor operations and surveillance, inservice inspection, routine maintenance, special maintenance, waste processing, and refueling). This tabulation supplements the requirements of 10 CFR 20.2206. The dose assignments to various duty functions may be estimated based on pocket ionization chamber, thermoluminescent desimeter (TLD), electronic dosimeter, or film badge measurements. Small exposures tothling < 20 percent of the individual total dose need not be accounted for. In the aggregate, at least 80 percent of the total deep dose equivalent received from external sources should be assigned to specific major work functions. The report covering the previous calendar year shall be submitted by April 30 of each year.
