, 1.0 PURPOSE

To provide the methods and requirements for the visual inspection of safety related non-pressure boundary welds. The information gathered from this inspection will supplement the conclusions previously reached concerning visual reinspection through paint.

2.0 APPLICABILITY This procedure applies to the visual inspection of a sample of 6capleted, inspected, and accepted safety related non-pressure boundary welds being conducted by the QA/QC Review Team in accordance with ISAPs VII.b.3, Pipe Support / Inspections, VII.b.5, Electrical Raceway Support Inspections, and VII.c., Construction Reinspection / Documentation Review Plan.

4.0 ;ENERAL 4.1 Responsibilities 1

A. QA/QC Review Team Welding Engineer The QA/QC Review Team Welding Engineer prepares the inspection procedure delineating inspection requirements and attributes. The welding engineer is also responsible for providing appropriate notification to the NRC so that all inspections performed by the QA/QC Inspectors can be 100% witnessed by the NRC.

B. QA/QC Inspectors QA/QC Inspectors perform inspection in accordance with this inspection procedure and record observations and deviations.

4.2 Policy Activities performed under this procedure shall conform to the policies contained in the latest Comanche Peak Response Team Program Plan and Issue-Specific Action Plan (s).

5.0 INSPECTION PROCEDURE 5.1 General Requirements Prior to the start of inspection, assure that welds are clean of any foreign material which would impede an adequate visual inspection.

Be certain that the NRC representative who will witness the inspection has been contacted. Record the NRC representative's name on the checklist in the space provided.

Each sample will be inspected twice. Initially it will be inspected without removing the coating from the weld. The coating will then be removed and the sample inspected again t8 the same criteria and using the same tools. The inspection will not be considered complete and no deviation reports shall O be written until both inspections are completed. Both inspections shall be performed by the same inspector.

Inspection results are to be recorded on the Comanche Peak Response Team Checklist, Attachment 6.1. Note: The checklist is four pages. The first two pages are for inspection results without removing coating and the remaining two pages are for inspection resulte after co.:ing has been removed.

Record on Attachment 6.2 the corresponding code of the inspection tools used for inapecting each attribute as applicable. Attachment 6.3 provides a list of standard inspection tools and their corresponding codes.

Section 5.2 are the ASME III NF requirements, which are applicable to the following population samples.

5.3 NCIG-01 VWAC Criteria A. Weld Size Verify that the weld size meets or exceeds the minimum j

specified on the applicable drawings except that:

1. Fillet welds specified as 1/8" and greater may be undersized to a maximum of 1/16" provided that the undersized portion (s) do not exceed 1/4 of the weld length.  :
2. Oversized fillet welds shall be acceptable if the oversized weld does not interfere with mating parts.

8. Weld Length Verify that the weld length complies with the referenced drawing with the following allowances:
1. Weld Length Specified on Permissible Drawing underlength

2. Weld lengths may be longer than specified.
3. The spacing of intermittent welds may vary within 1" of the location specified on the drawing. .

C. Fusion Verify that if any incomplete fusion is visible it complies with the following:

1. For fillet welds 3/8" maximum incomplete fusion in any 4" segment and 1/4" maximum incomplete fusion in welds less than 4" long.
2. For groove welds no incomplete fusion is permitted.

D. Craters Verify that the weld size is met on all welds with underfilled craters. Craters outside the specified weld length are irrelevant provided there are no visible cracks.

E. Weld Prof 11es Verify that the weld profiles are acceptable per Attachment 6.7.

F. Undercut Q

b Verify that any undercut present does not exceed the following criterlat .

1. For base material less than 1/8", no undercut is permitted.

2. For base material 1/8" - 3/8" the following requirements apply:
a. When the member is welded on both sides and the undercut is in the same plane, the following undercut is permitted:
1) 1/32" for 1/2 the length of the
  • total weld.
2) 1/32" for 1/4 the length of the
  • total weld and 1/16" for 1/8 the length of the
  • total weld.
  • Total weld equals the cumulative length of both sides. ,
b. For all other welds the permitted undercut ist
1) 1/32" for the full length of the weld.
2) 1/32" for 1/2 the length of the weld and 1/16" for 1/4 the length of the weld.
3. For base material greater than 3/8". the following requirements apply:
a. For members welded on both sides, where the undercut is in the same plane the permitted undercut is 1/32" for 3/4 of the length of the weld and 1/16" for the remaining 1/4 of the length of the weld on both sides.
b. For members welded only on one side or where the undercut is not in the same plane the undercut may be 1/16" for the full length of the veld.

1. The sum of the diameters of porosity do not exceed 3/8" in any linear inch of the weld and shall not exceed 3/4" in any 12" of weld.

. 2. If 4 or more pores are aligned the edge to edge separation of the pores shall exceed 1/16".

H. Overlap If overlap is present verify that the required weld size and the fusion acceptance criteria are met. If fusion in the overlap length cannot be verified then verify that the overlap length, whose fusion cannot be

  • verified, does not exceed 3/8" in any 4" segment or 1/4" in welds less than 4" long.

I. Surface Slag Verify that the major surface dimensions of the slag does not exceed 1/8" or 1/4" for any isolated surface slag. (Slag is considered to be isolated when it does not occur more frequently than once in a 3" weld segment.)

J. Cracks Verify that there are no visible cracks.

K. Welders ID symbol Record the welders symbol on Attachment 6.1 when it is stamped adjacent to the weld.
