I In respo'nse to our telephone conversation on April 1,1986, and with concurrence from the Operator Licensing Branch, it is the position of our staff that an operating examination will be administered to 20% of the individuals currently licensed on Byron Unit One prior to granting waivers of examination

- to those applicants requesting licenses for Unit Two.

1 Operating examinations would be administered to five reactor operators and seven senior reactor operators currently holding licenses for Unit One.

Should 80% of these individuals pass the operating examination, then the remaining applicants would be granted waivers of examination and issued licenses for Unit Two. In the event that less than 80% of these individuals pass the operating examination, then all remaining applicants'will be administered an operating examination.

Should an applicant fail to pass the operating examination, it is our opinion that he would be removed from licensed activities and placed in an accelerated remedial training program. Upon satisfactory' completion of remedial training, the individual may then return to licensed duties. Sixty days following receipt of the applicant's letter of denial, a reapplication

' for Unit Two may be submitted.

Also be advised that the written examinations for both Byron and Braidwood will be administered to all applicants July 16, 1986, at the same location.

The examinations will be written taking advantage of the similarities of Byron and Braidwood to the greatest extent possible. The Byron examination will be addressing both Units One and Two. The Braidwood examination will only address Unit One.
