This refers to the Nuclear Regulatory Commission (NRC) insaections conductri by i
Mr. W. J. Ross on April 18-20, 1988, and by Messrs. P. Holmes-Ray, J. Mennb.g, ,
and R. Musser on April 23 - May 20, 1988. The inspections included a review of
activities authorized for your Hatch facility. At the conclusion of the second
inspection, the findings were discussed with those members of your staff iden-
tified in the enclosed Inspection Report. The report documenting the first l

1 inspection (50-321/88-13 and 40-366/88-13) was sent to you by letter dated
May 17, 1988.
Areas examined during the second inspection are identified in the enclosed
report. Within these areas, this inspection consisted of selective examina- t
tions of procedures and representative records, interviews with personnel, and '
observation of activities in progress.
The inspection findings indicate that certain activities violated NRC
requirements. The violations, references to pertinent requirements, and [
elements to. be included in your response are presented in the enclosed Notice
of Violation. l
