Dear Mr. Beckham:

We have completed our review of your August 12, 1983, request for relief for Hatch Units 1 and 2 from the American Society of Mechanical EngineersSection XI Code requirements for inservice testing of pumps and valves. This August 12, 1983, request superseded your ear'ier January 27, 1981, request for relief. As indicated in the enclosed Safety Evaluations (SEs), we have concluded that certain of the relief requests should be granted and others conditionally granted. The enclosed SEs provide the details of our review, and Attachment I to the SEs provides a summary tabulation of our conclusions concerning each request.

We have determined pursuant to 10 CFR Part 50.55a(g)(6)(i), that the granting of this relief is authorized by law and will not endanger life or property or the common defense and security and is othemise in the public interest. In making this determination, we have given due consideration to the burden that could result if these requirements were imposed on your facility.

In our evaluation of your program, we identified possible deficiencies in the scope of the program. These are summarized in Section C.2 of the SEs. It is our understanding, based on discussion with and oral commitments from your staff, that you will examine the functions of the systems and individual valves identified in Section C.2, considering our position as described in Section A of the SEs, and will either include them in your revised IST program to be submitted in June 1985, or provide justification for their omission.
