Re: Edwin I. Hatch Nuclear Plant, Units 1 and 2 OELD/ Gray File As required by Section (d) of 10 CFR 50.62, you submitted your proposed schedule for completing the Anticipated Transients Without Scram (ATWS) modifications required for Hatch Unit 1 by letter dated July 19, 1985 and for Hatch Unit 2 by letter dated October 14, 1985. You proposed to implement the required modifications at each of these units by the end of the third refueling outage af ter the ATWS rule effective date of July 26, 1984 The rule requires that justification be provided for a schedule calling for final implementation later than the second refueling outage after the effective date of the rule.

We reviewed the justification provided in the July 19, 1985 letter for the Hatch Unit I schedule and, by letter dated September 19, 1985, informed you that the proposed schedule for Hatch Unit 1 is acceptable. We have now completed our review of your October 14, 1985 letter concerning the proposed scheduled for Hatch Unit 2.

Your October 14, 1985 letter included the following statements in support of the proposed schedule fer completing the ATWS modifications at Hatch Unit 2:

"Since the issuance of the final ATWS rule, GPC has undertaken a major effort to irplement its requirements as early as possible. This effort has included participation in BWR Owners Group activity generically evaluating ATWS Implementation alternatives, and performance of a detailed plant specific evaluation. Engineerinq and procurement activities for ATWS modifications are in proqress. It appears, however, that the lead time requirements for the Alternate Rod Insertion (ARI) installation and Standby liquid Control (SLC) modifications under consideration will not allow full impicmentation during the second Hatch ? refueling outage following the ATWS rule.

That outage, originally projected to begin in early September, 1986, could begin in June 1986, or even earlier, if the hich availability achieved thus far in the operating cycle cnntinues.

Valves for the ARI system, which will vent the scram pilot air header under conditions indicative of an ATWS, have an estimated delivery date of mid-June 1986, which is questionable for the second outage.

Two SLC alternatives are being considered to satisfy the requirement for 86 gpm equivalency: two-pump operation and use of enriched boron.

If the two-pump option is selected, it will be necessary to perfom a test to determine if the existino SLC piping could accorrodate the increased flow rate. The test could only he performed during a refueling outage, and any piping modifications found necessary would need to be implemented during the following refueling outage. Since one refueling outage has taken place for Hatch Unit ? since the ATWS rule took effect, the two-punp SLC option could be implemented no earlier than the third outage. If the enriched boron option is chosen, the purchase of enriched boric acid would be necessary. GPC is aware of only two suppliers, whose production capacities are rather limited. The delivery schedule for this material could vary greatly, depending on the number of plants which choose the enriched boron approach. The most optimistic delivery schedule would support the second outace; however, when the hioh degree of uncertainty is considered, it appears prudent to allow the additional operating cycle for enriched boron inclementation."

lle find that the justification provided in your October 14, 1985 submittal adequately supports your proposed ATWS schedule. Accordingly, we conclude that your proposal to implement the required ATWS modifications for Hatch Unit 2 by the end of the third refueling outage following the effective ATilS rule date of July 26, 1984 is acceptable. Based on a recent discussion with members of your staff, it is our understanding that this third outace is expected to begin in or within a couple of months of September 1987
