ENCLOSURE 1 NOTICE OF VIOLATION
'
Georgia Pcwer Corpany Docket Nos. 50-321 & 50-366 Hatch Units 1 and 2 License Nos. DPR-57 & NPF-5 The following viciations were identified during an inspection conducted on July :7 - August 30, 1925.
Tne Severity Levels were ass;gned in accercance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

10 CFR 50.72(b)(2)(ii) recuires notification within four hcurs of an Engineered Safety Feature (ESF) actuation.
Contrary to the abcve, on August 27, 1995, with the 1A diesel generator (DG) tagged out for maintenance, a mechanic entered the IC DG room, took local control of the IC D3 and pressed the local start button.
Taking local control of the IC D3 rade it inoperable to meet its designed function since it would not autonatically start if called upon.
The attempt to start the DG is an ESF actuation and a four hour report was required by 10 CFR 50.72.
This report was not made until 1245 on August 28, 1935.
This is a Severity Level V violation (Supplement I.E) Unit 1.

10 CFR 50.59(a)(1)(i) states that the holder of a license authorizing operation of a production or utilication facility may make charges in the facility as described in the safety analysis report without prior Cemnission approval, unless the prcrosed change involves a change in the Technical Specifica icns incorporated in the license or an unreviewed safety question.
Contrary to the above, the Unit 2 Drywell Pneumatic System was modified during the Recirculating System piping replacecent outage which comenced in January 1924 and tne required Technical Specification change was not submitted until August 1935..
This is a Severity Level IV violation (Supplement I.D.1) Unit 2.
Pursuant to 10 CFR 2.201, you are required to submit to this of fice within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged violaticns; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.
Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d)
or 10 CFR 73.21.
