IGSCC INSPECTIONS - RELOAD 7/ CYCLE 8 REFUELING OUTAGE RE: JAMES A FITZPATRICK NUCLEAR POWER PLANT Your submittal dated April 9,1987 informed us that, during the current refueling outage, a total of 48 welds in the reactor coolant system piping were ultrasonically inspected by personnel qualified in accordance with the EPRI-BWR0G training program.

Three welds located in the core spray piping were identified as having cracks and  ;

were subsequently repaired with weld overlays. For five previously unrepaired welds, 1 you provided justification for continued service for at least one additional fuel cycle. All of the six welds that were previously overlayed were reinspected and were found to still meet the full structural or standard design requirements. .Your l i

submittal, in addition, reported that the recirculation bypass lines were removed and l capped and that the RHR and RWCU suction piping was replaced with a high temperature, l carbon steel material.

l Based on our review of the information you provided, we find that the inspections and overlay repairs that were performed, as well as the crack growth analyses that j were submitted, meet the guidelines of Generic Letter 84-11 and other staff acceptance l criteria. Therefore, we conclude that the Fitzpatrick facility can be safely returned to operation for at least one additional fuel cycle, with assurance that the integrity l of the reactor coolant pressure boundary will be maintained.

The Safety Evaluation which provides the basis for the above conclusions will

! be transmitted under separate cover.

Because of uncertainties about the longer term behavior of the piping, we request that your plans for inspection and/or modification of the reactor coolant pressure boundary pioing systems during the next refueling outage be submitted for our review at least three months prior to start of the outage.
