  • PERIODIC VERIFICATION OF DESIGN-BASIS CAPABILITY OF SAFETY-RELATED MOTOR-OPERATED VALVES" (TAC NO. M97048)

Dear Mr. Knubel:

On September 18,1996, the NRC issued Generic Letter (GL) 96-05, " Periodic Verification of Design-basis Capability of Safety-related Motor-Operated Valves." GL 96-05 requested that each i nuclear power plant licensee establish a program (or ensure the effectiveness of its existing program) to verify on a periodic basis that safety-related motor-operated valves (MOVs) continue to be capable of fulfilling their design basis functions.

On November 15,1996, the New York Power Authority (NYPA, also known as the Power Authority of the State of New York), informed the NRC that it would implement the requested periodic verification program at the James A. FitzPatrick Nuclear Power Plant. On March 17, 1997, NYPA submitted a summary description of the FitzPatrick MOV periodic verification program. On June 2,1998, NYPA provided supplementalinformation regarding its participation in the Joint Owners Group program for MOV periodic verification. NYPA also provided additional l information on October 16,1998, which had been requested by the NRC staff on September 22,  !

As discussed in the enclosed safety evaluation, the NRC staff has reviewed the information provided oy NYPA, and finds that the licensee has established an acceptable program for periodic verification of MOV design-basis capability at FitzPatrick. Please note that the NRC staff may conduct inspections to verify that implementation of this program is in accordance with NYPA's commitments, the enclosed safety evaluation, the NRC's October 30,1997, safety evaluation on the Joint Owners Group Program on MOV Periodic Verification, and the NRC's February 27,1996, safety evaluation on the Boiling Water Reactor Owners Group methodology for ranking MOVs by their safety significance.
