Schmidt and R. Plasse of this office on May 27, 1990, through - June 30,1990, at the James A. FitzPatrick Nuclear Power Plant, . Scriba, ~ New .Yo rk.3 Mr. Schmidt discussed the inspection findings with you and other-members. 1offyour' staff at the conclusion cf the inspection. The inspectors identified, two -apparent violations regarding your identification ~duringzthe 1990 outage -of valve and piping problems within the emergency ser- vice water (ESW)-system. The fir;t apparent violation concerns the operability of' electric bay, cable tunnel, control room, and relay room ventilation systems under conditions of reduced ESW flow. The= second apparent violation concerns the. effectiveness .of corrective actions, includi g revisions to testing and , , inspections', for. known corrosion and silting problems with ESW piping and com . , ponents and .within other lake water cooling . systems. These two apparent-vio- ~ E -lations are being considered : for escalated. enforcement -action in accordance of. Policy and Procedure for ' NRC Enforcement U .with the :" General': Statement l
