This letter forwards the Authority's voluntary response to Administrative Letter (AL) 99-03 (Reference) for the James A. FitzPatrick Nuclear Power Plant. AL 99-03 requests licensees to complete NRC Form 536 dated July 1999 and forward it to the NRC by September 19, 1999. Attached is the completed Form 536 which contains information regarding the proposed examination preparation schedule, initial operator license examinations, and the

proposed Generic Fundamentals Examination (GFE) schedule.
